What belongs in a PCS moving pack for a move to Viera and Brevard County?
A PCS moving pack checklist for Patrick Space Force Base orders: sponsor contacts, shipments, TLE, lease termination, Florida vehicle rules and a Viera housing budget.
Moving and schools
No, Viera is not part of the City of Melbourne. Viera is a master-planned community in unincorporated Brevard County, even though many Viera homes carry a Melbourne, FL 32940 mailing address. Melbourne is an incorporated city with its own council, police, building department, and water utility, so taxes, permits, and services differ by address.
No. Viera sits in unincorporated Brevard County and is not inside Melbourne city limits. The confusion comes from mail: many Viera homes use a Melbourne, FL 32940 mailing address, and some northern Viera addresses use Rockledge instead.
A mailing city is a postal label, not a government boundary. Brevard County lists its own Government Center at 2725 Judge Fran Jamieson Way in Viera, and the Brevard County Board of County Commissioners is the local government for unincorporated Viera parcels. The City of Melbourne runs its own government from City Hall at 900 East Strawbridge Avenue, with its own building section, police department, and water utility. You can check the mailing city and ZIP for any address with the USPS ZIP Code lookup, then confirm the jurisdiction on the parcel record.
A question I hear often from relocating buyers is whether a "Melbourne" address on a Viera listing means city services and city taxes. It usually does not, and the parcel record is where you settle it. My guide to whether Viera is a city walks through that parcel check step by step.
The biggest differences are government, home age, and association layers. Use this table as a starting list, then verify each line for the exact address.
| Topic | Viera | City of Melbourne |
|---|---|---|
| Local government | Unincorporated Brevard County | Incorporated city with its own council |
| Building permits | Brevard County, plus association architectural review | City of Melbourne Building Section |
| Law enforcement | Brevard County Sheriff's Office | Melbourne Police Department |
| Property tax bill | County and district levies, often plus CDD assessments | County levies plus city millage |
| Typical home age | Mostly built from the 1990s onward, with active new construction | Wide range, from older established neighborhoods to newer homes |
| Associations | Usually a master association and a neighborhood association | Varies widely; many older streets have no association |
| Population (2020 Census) | Viera West CDP 16,688 and Viera East CDP 11,687 | 84,678 |
The population figures come from the U.S. Census Bureau QuickFacts. The Census splits Viera into two census-designated places, so neither number covers the whole community on its own.
A home inside Melbourne city limits pays City of Melbourne millage on top of county levies, while an unincorporated Viera home does not pay city millage. Many Viera homes, though, carry community development district assessments and association dues, so a lower millage line does not automatically mean a lower total bill.
Compare the full picture, not one line. Pull the current bill from the Brevard County Tax Collector and look at the ad valorem taxes and the non-ad valorem assessments separately. Then add association dues, insurance, and utilities. A seller's bill also reflects the seller's exemptions and assessed value, which may reset after a sale. My Viera costs, insurance, HOA and CDD guide lays out how to build that monthly budget.
Viera is a master-planned community with mostly newer single-family homes, townhomes, and villas, and new construction is still underway in parts of Viera West. Melbourne offers a much wider mix of home ages and styles, including older neighborhoods near the Indian River Lagoon, the historic downtown, and the Eau Gallie Arts District.
Each brings its own homework. Newer Viera homes often come with builder warranty questions, association rules on fences, paint, and landscaping, and nearby construction that can change views and traffic. Older Melbourne homes may need closer attention to roof age, plumbing, electrical panels, and the four-point inspection many insurers ask for. Neither choice is free of tradeoffs, and the right fit depends on the house you want and the costs you can carry.
If you are leaning toward Viera, compare neighborhoods on the Viera communities page and in my Viera East vs. Viera West comparison. For homes across Melbourne and the rest of Brevard, you can search on my main site, 321 Coastal Living.
Service providers are set by address, not by mailing city. The City of Melbourne runs a water utility and will confirm water and sewer availability for a property if you call its engineering line at 321-608-5106, while Viera homes are served by providers that vary by neighborhood.
Before you commit, confirm water, sewer, reclaimed irrigation, trash pickup, electric, and internet service for the exact address. My Viera water, sewer and reclaimed water checklist lists the questions to ask. Fire and emergency response, road maintenance, and drainage responsibility also follow the parcel, so ask the responsible office rather than relying on a listing remark.
Flood risk depends on the individual property, not on which name you use for the area. Some Melbourne homes sit close to the Indian River Lagoon and some Viera homes sit beside ponds, preserves, or drainage areas, so check every address on its own.
Look up the flood zone on the FEMA Flood Map Service Center, ask the seller for any flood history, and get insurance quotes during your inspection period. Evacuation zones are a separate map from flood zones, which my evacuation zone and flood zone checklist explains.
Viera sits in central Brevard along I-95, and Melbourne stretches along US 1 and the lagoon farther south, with Melbourne Orlando International Airport inside the city. Which one gives you the easier day depends on where you work, fly, and shop.
Drive your actual routes at the hours you will use them before choosing. Launch days, bridge work, and school-zone traffic can change a trip that looks simple on a map. Use my Viera commute test and the daily life and commutes page to plan it.
Not if the parcel is in unincorporated Brevard County, which covers Viera. Check the taxing authorities listed on the parcel's tax bill to confirm.
Many Viera homes use the Melbourne, FL 32940 ZIP for mail. The postal city does not change which local government serves the home.
Viera has a larger share of newer homes and ongoing new construction. Melbourne also has newer homes, but more of its housing is in older established neighborhoods.
Yes. I work with buyers across Viera, Melbourne, and the rest of Brevard County, so you can compare homes in both before you decide.
